The report

Employment and territories

"Employment and territories", the fifth report of the Observatoire des Territoires (Territories Observatory) was given to the Minister for Spatial Planning, Rural affairs and Local authorities on december 13th 2016.

This report analyses France’s major territorial dynamics and disparities as regards employment, as well as the processes from which they are derived, placing them in a European context. Its objective is to offer theoretical and methodological tools conducive to providing guidance to parties and organisations with an interest in employment issues.

The report is divided in three main parts. The first section shows the main territorial contrasts, but also similarities and/or convergences, on employment, unemployment, economic development and specialisation. The second part focuses on labor markets patterns at local scale and highlights recruitment, training and mobility challenges that territories and their population are confronted with. The last part is devoted to the specific employment issues present in Overseas France.

2014 report of the Observatoire des territoires

Quality of life, inhabitants and territories

"Quality of life, inhabitants and territories", the fourth report of the Observatoire des Territoires (Territories Observatory) was given to the Minister for Housing, Territorial equality and Rurality affairs on may 11th.

How do the French territories fit into the European area? What underlying processes can help promote an understanding of territorial diversity? Do their pathways converge or diverge? What impact has the crisis had on different economic profiles? How are the territories interconnected? What environmental challenges will they have to overcome? What factors contribute to the quality of life a territory offers?

These are just some of the questions the report attempts to answer by outlining various analyses based on reliable and comparable data and a series of innovative indicators. All of this data and these interpretative frameworks are intended to serve as a guide for public players in territorial diagnoses, and with regard to issues relating to quality of life in particular; the indicators and the methodological guide offered in the report are designed to make it easier to take the issue, which lies at the heart of the recommendations made by the Stiglitz commission on "measuring economic performance and social progress", on board. In connection with its website and its interactive mapping area, this report produced by the Observatoire provides a series of integrated up-to-date tools for describing all of the characteristics of a given territory.

This report is divided in two main parts. On the one hand, 12 fact files about demographic, economic and environnemental territorial dynamics and disparities. On the other hand, a section devoted to the quality of life within territories. The report is accompanied by a methodological guide.
